Director Of Workforce Development

Compensation: $146,530 - $160,000 DOE Exempt Employment Type: Regular Grade: E12

Position Summary

This position is responsible for directing the operations and programs of the Center for Workforce Development (CWD). It also provides oversight of the Small Business Development Center and the Enterprise Center. Additionally, the position oversees grant and resource development, including identifying and submitting grants that support the college's mission and promote economic development within the college and the community.

Essential Duties

Workforce and Economic Development

  • Creates strategic partnerships between employers, community partners, and the college to address current and emerging education, training, and consulting needs.
  • Works with state and local groups, including local government, workforce development boards, business leaders, and economic development groups.
  • Develops partnerships with external organizations, companies, corporations, and chambers of commerce to ensure the development of programs that meet local and regional labor needs.
  • Provides recommendations for planning, organization, administration, evaluation, policies, and implementation of economic and workforce development programs and initiatives.
  • Provides support for the College's role in creating economic mobility for marginalized communities.
  • Assists in shaping the workforce and economic strengths of the college to meet the emerging needs of business and industry.
  • Serves as a resource and point of contact for private or public entities seeking information, resources, and solutions for workforce training, job development and creation, and business development and expansion.
  • Leads the design and implementation of research efforts to track business and industry trends and customer satisfaction.

Planning

  • Partners with the Office for Learning to expand opportunities to develop non-credit and credit courses and training for business and industry.
  • Ensures that project goals are aligned with the College's strategic plans and goals.

Community Learning

  • Provides oversight of community programs that serve learners of all ages, e.g. the Community Learning Center, Encore Program, Kids Kollege, and the Volunteer Center.
  • Provides oversight of resources available to the community for personal and professional development, e.g. the Maker Space and the Business Incubator.

Grant and Resource Development

  • Provides oversight of grant and resource development, including the identification and submission of grants that support the mission of the college and advance economic development in the college and the community.

Areas of Responsibility

  • Devotes a majority of work time to supervisory duties.
  • Customarily and regularly directs the work of two or more other employees.
  • Makes recommendations to hire, promote, and discipline direct reports.
  • Conducts annual performance reviews of all direct reports.
  • Collaborates with the Office for Learning to identify and develop programs with seamless transitions to stackable credentials, certificates, and associate degrees.
  • Provides leadership for the development, establishment, and support of the College's apprenticeship training programs.
  • Provides leadership of economic and workforce development areas to include: Corporate and workforce development training programs, Professional and continuing education programs, Contract training, Apprenticeship programs, Small business development, The Enterprise Center (entrepreneurship, business incubation, and business accelerator), Workforce services, Eligible training provider system.
  • Develops marketing plans and budgets; monitor progress and take necessary actions to achieve the goals for CWD operations.
  • Provides leadership for programs that serve the needs of life-long learners, including special interest programs for personal and professional development.
  • Participates in professional and community organizations.
  • Performs related duties.

Qualifications

  • Knowledge and level of competency commonly associated with the completion of a master's degree in a course of study related to the occupational field. A Bachelor's degree is required.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of New Mexico for the type of vehicle or equipment operated.
