Position Overview

According to the Local Law 97 (LL97) Implementation Action Plan (IAP) developed by NYC DCAS, as well as Local Law 101 of 2021 and Executive Order 89, DOT has an expanded responsibility to provide energy data and pathways to achieve emissions reduction targets (2025 and 2030). This involves increased project volume and more granular reporting. Achieving these goals requires a robust Energy Team, significant coordination with various DOT divisions, DOT Budget, sister agencies, and external entities.

Job Description

DOT seeks to hire an Energy Analyst responsible for enhancing the team's ability to manage data and process paperwork related to the DOT Energy Team. Responsibilities include:

  1. Tracking and analyzing energy usage data for DOT facilities.
  2. Analyzing data and providing insights on sustainability initiatives and their impact on the agency.
  3. Documenting all energy project outcomes and calculating energy and GHG reductions.
  4. Assisting in developing energy-reducing projects/scopes of work for DOT facilities.
  5. Sourcing materials and requesting quotes for energy project funding estimates.
  6. Managing the ACE and ExCEL application process for all DOT facilities energy projects.
  7. Drafting and submitting Certificate to Proceed Applications to the Office of Management and Budget for ACE projects.
  8. Working with the Deputy Director and Energy Manager to prepare reports and presentations.
  9. Developing contracts for the implementation of DOT energy projects.
  10. Submitting and tracking orders related to the energy team.
  11. Preparing receiving reports and certifying payments for vendors.
  12. Compiling documentation to close out energy projects.
  13. Meeting with DOT divisions and external agencies to discuss energy projects.



Minimum Qualifications

Candidates must meet one of the following:

  1. A master's degree from an accredited college in relevant fields such as economics, finance, law, or related areas.
  2. A bachelor's degree and two years of professional experience in areas like budget administration, economic or financial research, management, personnel or public administration, etc.
  3. An associate degree or 60 semester credits with four years of relevant professional experience.
  4. A high school diploma or equivalent with six years of relevant professional experience.
  5. A combination of education and experience equivalent to the above, with college credits substituting for experience at a rate of 30 credits per year.
